New GOPAC Constitution and By-laws

Recently, Canada enacted a new Act that requires every not-for-profit organization registered in the country—including GOPAC—to amend its Constitution and By-Laws in accordance with the law’s provisions. As a result, the Board undertook a review of the GOPAC Constitution and By-Laws to strengthen our governance framework; ensure that our structure reflects our values of integrity and accountability; and ensure our continued legal compliance. At the sixth Global Conference of Parliamentarians Against Corruption the proposals will be presented for a vote.

GOPAC Calls for Greater Parliamentarian Involvement in National UN Anti-Corruption Convention Initiatives

حاضر عضو مجلس إدارة المنظّمة العالمية للبرلمانيين ضدّ الفساد ورئيس لجنة الإدارة فيها، الدكتور ناصر الصانع، خلال الأكاديميّة الدولية الصيفيّة لمحاربة الفساد في فيينا في النمسا في الرابع من تموز/يوليو 2015. وقد أتاحت محاضرة الدكتور الصانع للمشاركين التعرّف الى عمل المنظّمة والى مشروعها الرائد لمكافحة الفساد السياسيّ.

Statement by GOPAC on Looting of YemenPAC offices in Sana’a

GOPAC is incensed by the looting of our national chapter office in Yemen (YemenPAC), damaging equipment and documents, and infringing on the rights and freedoms of our anti-corruption organization. The raid was carried out on April 18 by the Al-Houthis, who currently control Sana’a, Yemen’s capital city.

Yogyakarta, Indonesia to host the Sixth Global Conference of Parliamentarians Against Corruption

GOPAC is delighted to announce that it has selected Yogyakarta, Indonesia as the host city for its Sixth Global Conference of Parliamentarians Against Corruption. The conference will take place 6-8 October 2015, and is a joint initiative of the House of Representatives of the Republic of Indonesia, GOPAC, Southeast Asian Parliamentarians Against Corruption (SEAPAC), and GOPAC Indonesia.

GOPAC Endorses Letter to World Bank President for Increased Transparency in World Bank-funded Procurements

GOPAC has endorsed a letter to Dr Jim Yong Kim, President of the World Bank (WB), urging the WB to increase the transparency and accountability of World Bank-funded procurements, in particular by requiring the disclosure and publication of the beneficial ownership information for all legal entity bidders. The letter, signed by 107 civil society organizations, furthers commitments made by GOPAC at the 2013 Global Conference where the Anti-Money Laundering Global Task Force resolved to advocate for the requirement that all financial institutions and intermediaries demand a binding legal declaration of beneficial ownership for all deposits and other financial transactions, with sanctions for non-compliance.

Yemeni Parliamentarian Honoured with Inaugural International Anti-Corruption Award

The Honourable Ali Ashal, a parliamentarian from Yemen, has been presented with the Global Organization of Parliamentarians Against Corruption’s (GOPAC) inaugural International Anti-Corruption Award for his work fighting corruption and promoting oversight in Yemen and around the world. Mr Ashal will now represent GOPAC over the next year as GOPAC Ambassador.

يتحدّث الدكتور ناصر الصانع، عضو مجلس المنظّمة العالمية للبرلمانيين ضد الفساد، الى مشرّعين من أوروبا الشرقية وآسيا الوسطى بشأن تطبيق تشريع مناهض للفساد وإنشاء مؤسسات واعتماد آليات لهذه الغاية خلال مؤتمر دولي ينعقد على مدى يومَين في بلغراد- صربيا في 21 و22 أيار/ مايو 2015 بعنوان “الشفافية والمساءلة من أجل رقابة فعّالة: دور البرلمان”.

International Conference on Transparency and Accountability for Effective Oversight

GOPAC Serbia, with the collaboration of the National Assembly of the Republic of Serbia, the Swiss Agency for Development and Cooperation, and the United Nations Development Programme, will be holding the International Conference on Transparency and Accountability for Effective Oversight in Belgrade, Serbia 21-22 May. The conference will gather parliamentarians and current and prospective GOPAC members from Albania, Azerbaijan, Bosnia and Herzegovina, Macedonia, Moldova, Montenegro and Serbia, as well as representatives from UNDP offices from various countries, the GOPAC Global Secretariat and Executive Committee, anti-corruption institutions, civil society organisations, and diplomatic missions. It will serve as a platform to foster closer and more substantial cooperation between MPs in the exchange of best practices for promoting transparency and good governance, to hold discussions on the formation of a new GOPAC regional chapter, and to encourage the launch of additional national chapters.

Tonga MPs Join Worldwide Network to Tackle Corruption

Parliamentarians in Tonga join the Global Organization of Parliamentarians Against Corruption (GOPAC) and commit to working together to combat corruption, strengthen good government and uphold the rule of law at a two-day workshop on corruption hosted by GOPAC, the UNDP and the UNODC in the capital Nuka’alofa. Parliamentarians from the Legislative Assembly of Tonga, including Nobles and People’s Representatives, the Prime Minister and Ministers attended.

Pacific MPs Need to Champion Anti-Corruption in Sustainable Development Goals

Parliamentarians should ensure that when their national governments and parliaments adopt priority national Sustainable Development Goals and targets after the UN General Assembly in September, that Goal 16 is included along with its anti-corruption relevant targets, GOPAC Oceania Chair John Hyde told a workshop for Tongan parliamentarians today.

GOPAC Statement to the 14th Session of the United Nations Committee of Experts on Public Administration

United Nations and its Member States have repeatedly identified ethics, integrity, transparency, and accountability as founding principles of sound public administration. In the words of the UN Department of Economic and Social Affairs itself, “Integrity, by requiring that public interest be paramount, provides the basis for transparency and accountability.Transparency without accountability becomes meaningless and makes a mockery of sound public administration. Accountability depends on transparency or having the necessary information. And transparency and accountability without integrity may not end up serving the public interest.”

GOPAC Executive Director at Harvard University

Akaash Maharaj, GOPAC’s Executive Director, participated in a panel of experts at the “Combatting Grand Corruption: Is International Law the Answer?” symposium organized by the Harvard Law and International Development Society. In his address to students, professors, and representatives from public and private sector organizations, Mr Maharaj spoke about GOPAC’s values and main activities, the devastating burden corruption imposes on human life, and the different options GOPAC has been pursuing in order to realise international prosecutions of acts of grand corruption.

Blog: Defence and Security Sector Oversight in the Fight Against Corruption

Jean Pierre Chabot, Advisor at the GOPAC Global Secretariat writes about our latest position paper on parliamentary oversight of the defence and security sectors on the Security Sector Reform Resource Centre’s “The Hub” blog. In his post, he explains that it is crucial for parliamentarians to find a proper balance between accountability and secrecy in their oversight work of the defence and security sectors. Mr Chabot argues that adequate oversight of these sectors is critical to safeguarding democracy and ensuring stewardship of peace, our greatest public good.

GOPAC at the Empire Club of Canada

GOPAC’s Executive Director, Akaash Maharaj, moderated a discussion at the Empire Club of Canada on transparency in the Canadian mining sector. Mr Maharaj was joined by Claire Woodside of Publish What You Pay–Canada and Pierre Gratton of the Mining Association of Canada. The event took place on 27 November, in Toronto, Canada and was sponsored by Export Development Canada.
